In order to promote the reform of cultivation mechanism of doctoral student of the Ocean College to strengthen the management in the process of graduate education, to improve the quality of the cultivation of the doctoral students, to create an atmosphere of serious study and research, to guide the excellent doctoral students to create a high level of performance and to set up the inspiration and to perfect the evaluation systems, the implementation rule of the midterm inspection is stipulated herein.
I. Eastablishment of the Leaders Group of Midterm Inspection of Doctoral Students of the Ocean College
The leaders group of Midterm Inspection of doctoral students of Ocean College is responsible for the implementation of this Rule. The leaders group mainly comprises the dean in charge, the heads of each discipline, the directors of the Department of Teaching Management and the Department of Student Affairs, among them at least 5 persons should have the membership of doctor’s supervisor.
The leaders group is responsible for the overall Midterm Inspection Affairs of the doctoral students of the College, giving a whole course supervison of the inspection and accepting the appeal of the doctoral students
II. Inspection principles
1. To meet the requirements of “Implementation Rule of Midterm Inspection of Postgraduate Doctoral of the Ocean College. Zhejiang University”, which was issued by the Document Code [2012]-22 from the Graduate College of Zhejiang University.
2.To insist the principle of open, fairness and just.
III. Implemented objects
The Midterm Inspection to the full-time academic doctoral students or ordinary doctoral students and professional doctoral students (including the specifically directed mission cultivating doctoral students) will be carried out by the Ocean College. In which
1. Ordinary doctoral students should complete the Midterm Inspection in the Autumn or Winter of the 1thcalendar year
2. Professional doctoral students should complete the Midterm Inspection in the Autumn or Winter of the 1thcalendar year
3. 5-year direct doctoral students should complete the Midterm Inspection in the Autumn or Winter of the 2ndcalendar year
4. 5-year transfer doctoral students should complete the Midterm Inspection after the 1th year since the date entered the doctoral candidate stage, or 1.5 year after the admission date.
IV. Inspection method
Each discipline (including the first-level and the second-level disciplines) needs to set up separate team of the Midterm Inspection of doctoral students. The headman of the team takes the overall responsibility for the Midterm Inspection affairs of the pertaining discipline. Each team comprises no less than 3 persons who have the membership of a doctor’s supervisor.
The evaluatipn of the Midterm Inspection composes of both the grades of course examination and the assessment of student’s ability of reaserch. The course examination grades take up 20% of the total evaluation score, and the assessment of the student’s research account for 80% of the total score.
The course examination grades: ascertain the examination courses to be all the discipline degree courses.
The assessment of research ability: student should complete a research report and then each discipline evaluation team can organize the defense together or separately.
V. Procedure of Evaluation
1.Doctoral students who meet the requirement will be able to apply for the Midterm Inspection. Meanwhile, the application form of Midterm Inspection and a research report with around 2000-3000 words should be filled out and completed respectively.
2.Doctoral students who meet the requirement should prepare a 20-30 minutes presentation for the Midterm Inspection team and then undertake the defense as well.
3.The team should provide the evaluation results within 3 days, and inform the Education Management Department, than the evaluation affairs ends.
4.The evaluation time of the Midterm Inspection is suggested to be from the end of October to the beginning of November every year.
VI. Evaluation result
Based on the evaluation scores, the result of the Midterm Inspection is classified into 2 categories: the qualified or the unqualified. The evaluation team ought to send the evaluation results to the Education Management Department, and the discipline faculty will keep the scores which can be referred to as the basis for appraising the postgraduate's grants (joint negotiation by the Student Affairs Department and the discipline faculty). The unqualified doctoral students or those who don't take part in the Midterm Inspection cannot be able to apply for the postgraduate's grants.
The Education Management Department will send all the evaluation results to the Graduate Cultivation Office for filing, and the results will be kept in the doctoral student's academic record files.
VII. Miscellaneous Matters
1. Every doctoral student has two opportunities for Midterm Inspection, if failed the first time, one can apply for the second inspection in the time half years later but before the graduate time on schedule. If failed once again, the doctoral student should be quitted or turned to master student (the process of a 5-year doctoral turning to a master student is based on the requirement of the rules of Zhejiang University).
2.A Midterm Inspection qualified doctoral student (ordinary, non-professional) can get the postgraduate grant according to the requirements in the document of postgraduate grants for doctoral student issued by the Student Affairs Department of the Marine College based on the related rules of Zhejiang University.
3.Owing to going abroad or temporary absence, the doctoral student cannot take part in the Midterm Inspection, he should apply for postponing the Midterm Inspection to the leader's group. Once approved, the Midterm Inspection can be postponed.
4.If a doctoral student disagrees to the inspection result, he can appeal to the leaders group of Midterm Inspection of the Marine College. The leaders group of Midterm Inspection of the Marine College. The leaders group will check and review the whole process and reply. If the student still disagrees to the review result, he can further submit a written appeal to the Graduate College.
5.This Implementation Rule will be put in force since 16 September 2013, and the leaders group of Midterm Inspection of the Marine College is responsible the Rule's interpretation.
