Evaluation and Reward Rules for

Outstanding International Students, Ocean College

（Revised at November 2018, for trial implementation）

In order to further speed up the pace of internationalized education, to improve the international teaching level, and raise the quality of foreign students of Ocean College; In order to set up a positive academic atmosphere and diligent college spirit of studying and researching among international students, the regulation is specially formulated in accordance with the relevant management requirements for overseas students in Zhejiang University and the actual situation of Ocean College.

I．Eligibility Requirements

The applicants should be full-time international master's and doctoral students who are normally registered in Ocean College and have not applied for suspension of study, retention of study status or extension of study period in the last academic year.

II．Selection Criteria

1. The applicant should obey the laws of China and the regulations of Ocean College, Zhejiang University.

2. The applicant should know China, love China and be friendly to China, and respect Chinese social rules and customs.

3. The applicant should respect teachers and unite classmates.

4. The applicant should make excellent performance with positive learning attitude, and without absence and make-up examination records.

5. The applicant should actively participate in all kinds of academic, social, cultural, sporting and public welfare activities organized by school and college.

If the applicant has one of the following situations in the academic year, he/she shall be disqualified from the scholarship and honored title selection of that year:

1) Be punished for violating school discipline and rules;

2) Fail to pass the courses (identified by the Postgraduate Office);

3) Be absent for classes or be late for registration with no proper reason, and do registration on behalf of others or by others;

4) Cheat in the exams and award evaluation;

5) Apply for extension of graduation.

The awarded international students who violate Chinese laws and regulations, or rules of Zhejiang University and Ocean College will be disqualified from the selection in the second year.

III. Reward Setting

Every year, the quota of “Outstanding International Student” is about 6% of the total number of international students. The recommendation list will be determined according to the comprehensive capability and score obtained on the basis of article 6 (grading rules) of applicants. Each student who wins the title of “Outstanding International Student” will receive a reward of 2,000 yuan.

IV. Evaluation Standards

The selection of excellent international students is based on the applicant's course grades, academic achievements, student activities and daily performance. Specifically, the course grade is mainly in accordance with the English courses in the college’s training program for overseas students, combining with the students' learning attitude. Academic achievements majorly include the publication of scientific and technological papers, the authorization of patents, experience of scientific research projects, and winning prizes in discipline competitions. Student activities consist of sports, entertainment, art, cultural exchanges, public welfare and voluntary activities. The daily performance considers more about whether the overseas students serve as member of Graduate Students Union or International Students Association, whether they are helpful and kind to others, and whether they have good ideology and morality and positive life style.

V. How to Apply

1. The selection will be conducted once every academic year, simultaneously with the evaluation of the postgraduate scholarship of Zhejiang University.

2. Students should apply themselves and fill in the “Summary of Foreign Students, Academic Year 2017-2018, Ocean College, ZJU” before the deadline of application, Besides, the transcript, published papers, awards certificates and other relevant materials should be attached.

3. Grading by supervisors.

4. The evaluation committee organized by the Teaching Management Department, Ocean College will review the materials.

5. Submit to the international leading group of Ocean College for verification and approval.

6. Confirm and publicize the list of outstanding international students in this academic year.

VII. The rules will be implemented from November 2018, and the power of interpretation is vested by the International Office, Teaching and Management Department, Ocean College.

海洋学院优秀留学生评定和奖励办法

（2018.11修订，试用）

为进一步加快我院国际化教育步伐，提升我院国际化教学水平，提高留学生培养质量；为在留学生群体中营造良好的学习科研氛围，树立努力学习、积极向上的良好学风，根据浙江大学留学生管理相关精神并结合我院实际，特制定本办法。

第一条：奖励对象

在我院正常注册的全日制国际硕士研究生、博士研究生，并且上一学年度没有申请过休学、保留学籍或延长学制。

第二条：评选条件

1.遵守我国法律法规及学校、学院的规章制度。

2.知华、爱华、友华，尊重我国的社会规则和风俗习惯。

3.尊敬师长，团结同学。

4.学习态度端正，成绩优秀，没有缺课和补考记录。

5.积极参加学校、院系组织开展的各类学术、社会实践以及文体和公益类活动。

学生在该学年中有下列情况之一者，取消其当学年奖学金和荣誉称号评选资格：

1）违反校纪校规受到处分；

2）有课程成绩不及格（以研究生培养处成绩认定为准）；

3）无故旷课、无故迟到注册、请人代注册、代他人注册；

4）考试和评奖过程有舞弊者；

5）延期毕业。

获奖留学生如有违反中国法律法规及学校、学院规章制度的行为，取消其第二年评选资格。

第三条：奖励设置

学院每年设置“优秀留学生”的名额为学院留学生总人数的6%左右。根据申请者的综合素质和根据第六条（评分细则）得到的综合计分，确定“优秀留学生”的推荐名单。每位获得“优秀留学生”称号的留学生将获得2000元人民币的奖励金。

第四条：评选标准

优秀留学生评选结合申请者课业成绩、学术成果、学生活动、日常表现等进行综合考量。其中，课业成绩以海洋学院留学生培养方案英文课程的成绩为主要评选依据并结合留学生学习态度进行打分；学术成果主要包括留学生在科研方面的成果，如发表科技论文、授权发明专利、科研立项、参加学科竞赛获奖等；学生活动包括体育、文娱、艺术、文化交流、公益、志愿者等；日常表现主要考量留学生是否担任研博会及留学生联谊会干部，是否助人为乐、与人为善，是否具有良好的思想品德及生活作风等。

第五条：评选办法

1.每学年评选一次，评选时间与浙江大学研究生奖学金评审同步进行。

2.由留学生本人提出申请，按规定的申请时间，填写《浙江大学海洋学院留学生学年小结表》并附成绩单、发表论文、获奖证书等相关的业绩资料。

3. 留学生导师打分。

4. 由学院教管部组织评定委员会进行评审。

5. 报学院国际化领导小组审核批准。

6. 确定本年度优秀留学生名单，并进行公示。
